The device in place by Nicolas Sarkozy to boost the construction and support the economy becomes clearer. Of the three major measures announced Wednesday evening ("Les Echos" of yesterday), with the more successful attention is the purchase décoté private 30,000 new homes developers whose work have not been launched without sufficient reservations. These purchases will be implemented now, by the sphere public or parastatal agencies. Real estate assets acquired will be leased as social housing or, for certain, intermediate, and "they can, ultimately be sold with value", it is argued in the Elysee Palace. The Group Société Nationale Immobilière, which is the housing of the Caisse des Dépôts et Consignations pole, already yesterday announced its intention to buy 10,000, either on-line or through housing agencies that it controls. The housing land (belonging to the 1 employers housing sector) could engage in the operation and, "in any State of cause, the balance, or at least 15,000 houses, will be acquired by housing agencies", says it the Office of the Minister of housing, Christine Boutin. The choice of agencies purchasers will be arrested soon, and the technicalities of the operation.

Breath of oxygen

Social landlords gain traditionally low with promoters, preferring to make themselves control of book. "What is new for the World Council, is this dialogue at the national level with private promoters," explains to the Ministry of housing, which visited yesterday the President of the Federation of builders sponsors, Jean-François Gabilla. The latter (see below) welcomed this breath of oxygen given to developers "stuck" with frozen programs.

The Presidency of the Republic, it was held to clarify that the operation would without funding from the State, therefore no impact on public finances. All these measures were welcomed in the world of construction, including the French Federation of the building, which however expected to know the concrete modalities of implementation. However, in a statement, the National Union of real estate property (Unpi) deplored that the housing support measures announced do not address the issues. For the Unpi, "measures will support activity for a few months only but the accession candidates have more ways to access". Finally, others are wary of the perverse effects of the stimulus package of real estate, as the national Secretary in the economy of the Socialist Party, Michel Sapin, who feared that it causes the redemption of "rotten assets".
